The Central Committee of the Communist Party of China issued the Opinions on Deepening the Reform of Talent Development System and Mechanism.
Xinhua News Agency, Beijing, March 21st Recently, the Central Committee of the Communist Party of China issued the Opinions on Deepening the Reform of the System and Mechanism of Talent Development (hereinafter referred to as the Opinions), and issued a notice requesting all localities and departments to conscientiously implement it in light of the actual situation.
The circular pointed out that the Opinions focus on breaking the ideological concepts and institutional obstacles that constrain the development of talents, liberating and enhancing the vitality of talents, forming an internationally competitive talent system advantage, gathering talents from all over the world and applying them, clarifying the guiding ideology, basic principles and main objectives of deepening reform, and proposing reform measures from the aspects of management system, working mechanism and organizational leadership. It is an important guiding document for national talent work at present and in the future. The promulgation and implementation of the Opinions is of great strategic and practical significance for fully implementing the spirit of the 18th National Congress of the Communist Party of China and the Third, Fourth and Fifth Plenary Sessions of the 18th Central Committee, thoroughly implementing the spirit of the series of important speeches by the Supreme Leader General Secretary, speeding up the construction of a powerful country with talents, stimulating talents’ innovation and entrepreneurial vitality to the maximum extent, gathering outstanding talents from all walks of life into the cause of the party and the state, and providing strong talent support for achieving the goal of "two hundred years".
The circular stressed that party committees and governments at all levels should earnestly enhance their sense of responsibility and mission, and strengthen the organization and leadership over the implementation of the Opinions. Relevant parties should pay close attention to formulating the task division plan and clarify the progress of various reforms. All localities and departments should take effective measures to implement the tasks put forward in the Opinions in light of the actual situation. It is necessary to strengthen policy interpretation and public opinion guidance, mobilize the enthusiasm of all parties, and form a good atmosphere for the whole society to care for and support the reform of the talent development system and mechanism. It is necessary to fully match and strengthen the work force, strengthen guidance and supervision, and study and solve new situations and new problems encountered in the reform of the talent development system and mechanism.

Talent is the first resource for economic and social development. The reform of talent development system and mechanism is an important part of deepening reform in an all-round way and an important part of the reform of party building system. To coordinate and promote the "four comprehensive" strategic layout, implement the development concept of innovation, coordination, green, openness and sharing, and realize the goal of "two hundred years", we must deepen the reform of the system and mechanism of talent development, speed up the construction of a strong country with talents, stimulate talents to innovate and create entrepreneurial vitality to the maximum extent, and gather outstanding talents from all walks of life into the cause of the party and the state. The following opinions are put forward on deepening the reform of the system and mechanism of talent development.
I. Guiding ideology, basic principles and main objectives
(A) the guiding ideology
Hold high the great banner of Socialism with Chinese characteristics, fully implement the spirit of the 18th CPC National Congress and the Third, Fourth and Fifth Plenary Sessions of the 18th CPC Central Committee, thoroughly implement the spirit of the series of important speeches by the Supreme Leader General Secretary under the guidance of Deng Xiaoping Theory, Theory of Three Represents and Scientific Outlook on Development, persist in gathering talents from all over the world and applying them, firmly establish the scientific talent concept, thoroughly implement the talent priority development strategy, and follow the laws of socialist market economy and talent growth. Get rid of ideological concepts and institutional obstacles that constrain talent development, liberate and enhance talent vitality, build a scientific, standardized, open, inclusive and efficient talent development governance system, and form an internationally competitive talent system advantage.
(2) Basic principles
-Adhere to the Party’s management of talents. Give full play to the party’s ideological and political advantages, organizational advantages and close ties with the masses, further strengthen and improve the party’s leadership over talent work, improve the party’s leadership system and work pattern for managing talents, and innovate the ways and means of managing talents by the party, so as to provide a strong political and organizational guarantee for deepening the reform of the talent development system and mechanism.

Focusing on the needs of economic and social development, focusing on major national strategies, scientifically planning reform ideas and policies and measures, promoting the adaptation and coordination of talent scale, quality and structure with economic and social development, and realizing the deep integration of talent development with economic, political, cultural, social and ecological civilization construction.
-Highlight market orientation. Give full play to the decisive role of the market in the allocation of human resources and better play the role of the government, speed up the transformation of the government’s talent management function, guarantee and implement the autonomy of the employer, improve the horizontal and vertical mobility of talents, improve the evaluation, mobility and incentive mechanism of talents, and stimulate and release the innovation and entrepreneurial vitality of talents to the maximum extent, so that talents can do their best, show their strengths and get their place, so that the value of talents can be fully respected and realized.

According to the characteristics of different fields and industries, we should proceed from reality and analyze specific problems to enhance the pertinence and accuracy of reform. Correct the tendency of administration and "official standard" in talent management, and prevent the management of academic leaders and professionals in scientific research and teaching institutions from simply applying the management methods of party and government leading cadres.

By deepening the reform, by 2020, breakthroughs will be made in the important areas and key links of the talent development system and mechanism, the talent management system will be more scientific and efficient, the talent evaluation, mobility and incentive mechanisms will be more perfect, and the atmosphere of the whole society will be more intense, forming a policy and legal system and social environment that is compatible with the socialist market economic system, and everyone can become a talent and give full play to their talents.
Second, promote the reform of the talent management system
(4) Transforming the government’s talent management functions. According to the requirements of separation of government and society, separation of government affairs and separation of management and office, the functions of macro-management of government talents, formulation of policies and regulations, public service, supervision and guarantee will be strengthened. We will promote the decentralization of talent management departments, eliminate excessive interference with employers, establish a list of powers and responsibilities for government talent management services, and clean up and standardize administrative examination and approval and fees in the recruitment, evaluation and flow of talents.
(five) to ensure and implement the autonomy of the employer. Give full play to the leading role of the employer in talent training, attraction and use, and fully implement the employment autonomy of state-owned enterprises, universities, research institutes and other enterprises and social organizations. Innovate the management methods of public institutions, and gradually implement the filing system management for qualified public welfare second-class institutions. (6) Improve the market-oriented and socialized talent management service system. Build a unified and open talent market system, and improve the talent supply and demand, price and competition mechanism. Deepen the reform of talent public service institutions. Vigorously develop the professional and industrial talent market, encourage the development of professional service institutions such as high-end talent headhunters, and relax the access restrictions of talent service industry. Actively cultivate all kinds of professional social organizations and talent intermediary service institutions, and undertake the functions of talent training, evaluation, mobility and encouragement transferred by the government in an orderly manner. Make full use of technologies such as cloud computing and big data to provide efficient and convenient services for employers and talents. Expand the coverage of public services for social organization talents. Improve the talent integrity system and establish a disciplinary mechanism for dishonesty.
(seven) to strengthen the legal construction of talent management. To study and formulate laws and regulations to promote talent development and human resources market, talent evaluation and talent safety. Improve the laws and regulations governing the work, visa, residence and permanent residence of foreign talents in China. Formulate regulations on talent work. Clean up outdated talent management laws, regulations and policy documents.
Third, improve the personnel training support mechanism
(eight) innovative talent education and training mode. Highlight the demand orientation of economic and social development and establish a dynamic adjustment mechanism for disciplines, types, levels and regional layout in colleges and universities. Coordinate industrial development and talent training and development planning, strengthen the demand forecast of industrial talents, and accelerate the cultivation of talents in key industries, important fields and strategic emerging industries. (9) Improve the training support methods for strategic scientists and innovative scientific and technological talents. We will make greater efforts to implement the national special support plan for high-level talents (the national "10,000-person plan"), improve support policies, and innovate support methods. Construct a collaborative innovation mechanism of science, technology and engineering experts. Establish a unified information management platform for talent engineering projects, and promote the connection between talent engineering projects and various scientific research and base plans. In accordance with the requirements of simplification, merger, cancellation and decentralization, we will further promote the reform of project evaluation, talent evaluation and institutional evaluation.
Establish a long-term and stable support mechanism for the training of basic research talents. Increase support for emerging industries, key areas and enterprises that are in urgent need of talents. Support the construction of new research and development institutions, encourage talents to choose their own research direction, set up research teams, and carry out original basic research and demand-oriented application research and development.
(ten) improve the management methods of scientific research funds in line with the law of talent innovation. Reform and improve the bidding system of scientific research projects, improve the input mechanism of coordinating competitive funds and stable support funds, and improve the scientific level of scientific research project establishment, evaluation and acceptance. (eleven) to optimize the growth environment of entrepreneurs. Follow the growth law of entrepreneurs and broaden the training channels. Establish a new mechanism that is conducive to entrepreneurs to participate in innovation decision-making, condense innovative talents and integrate innovative resources. Protect entrepreneurs’ property rights and innovation benefits according to law, and further create a social and cultural environment that respects, cares, tolerates and supports entrepreneurs. Reasonably increase the proportion of market-oriented hiring of management talents in state-owned enterprises, and smooth the channels of talent flow in various enterprises. To study and formulate guiding opinions on establishing a professional manager system in state-owned enterprises. Improve the medium and long-term incentive measures for management talents in state-owned enterprises.
(twelve) the establishment of the integration of production and education, school-enterprise cooperation and technical skills training mode. Vigorously cultivate technical and skilled personnel who support the creation of China and China, accelerate the construction of a modern vocational education system, deepen the reform of the technical and skilled personnel training system, strengthen overall coordination, and form a joint effort. Establish and improve the inclusive support measures for young talents. We will increase the support of education, science and technology and other talent projects for the training of young talents, and set up special programs for young people in major national talent projects. Reform the postdoctoral system, give full play to the main role of universities, research institutes and enterprises in the recruitment and training of postdoctoral researchers, and Post-Doctoral Research Center can recruit postdoctoral researchers independently if conditions permit. Broaden international horizons and attract foreign outstanding young talents to engage in postdoctoral research in China.
Fourth, innovative talent evaluation mechanism
(fourteen) outstanding moral character, ability and performance evaluation. Guiding opinions on formulating classification and promoting the reform of talent evaluation mechanism. Adhere to both ability and political integrity, pay attention to evaluating talents based on ability, performance and contribution, and overcome the tendency of only academic qualifications, professional titles and papers. Papers and so on are not regarded as restrictive conditions for evaluating applied talents. Basic research talents focus on peer academic evaluation, applied research and technology development talents highlight market evaluation, and philosophy and social science talents emphasize social evaluation. Pay attention to the introduction of international peer evaluation. The evaluation of applied talents should highlight ability and performance orientation according to professional characteristics. Strengthen the construction of expert database and establish evaluation responsibility and reputation system. Appropriately extend the evaluation cycle of basic research talents.
(sixteen) the reform of professional title system and professional qualification system. Deepen the reform of professional title system and improve the scientific level of evaluation. Fifth, improve the smooth flow mechanism of talents
(seventeen) to break the obstacles of talent flow. Break the restrictions of household registration, region, identity, education and personnel relations, and promote the rational flow and effective allocation of human resources. Establish a priority system for high-level talents and urgently needed talents. Accelerate the informatization construction of personnel file management services, improve the transfer and connection methods of social insurance relations, and provide convenient conditions for the flow of talents across regions, industries and systems.
(eighteen) smooth the flow of talents in party and government organs, enterprises and institutions, and all aspects of society. Study and formulate policies and measures to attract outstanding talents from non-public economic organizations and social organizations to party and government organs and state-owned enterprises and institutions, and pay attention to the comprehensive assessment of candidates’ ideological and moral qualities, professional quality, professional experience and professional skills.
(nineteen) to promote the flow of talents to hard and remote areas and grassroots. To study and formulate opinions on encouraging and guiding the flow of talents to hard and remote areas and grassroots front lines, improve the level of talent protection in hard and remote areas and grassroots front lines, and make them politically valued, socially respected and economically affordable. Major talent projects are appropriately tilted to hard and remote areas. Allow scientific and technological achievements to be transferred and transformed through agreement pricing, listing and trading in the technology market, auction, etc. We will improve the income distribution policy for scientific researchers, give innovative leading talents greater control over property and technical routes according to law, and implement an incentive mechanism oriented to increasing knowledge value. Improve the market evaluation mechanism of factor contribution and distribution according to contribution. (twenty-two) to encourage and support talent innovation and entrepreneurship. To study and formulate policies and measures for scientific research personnel in universities, research institutes and other institutions to leave their posts and start businesses. With the consent of their units, researchers in universities and research institutes can work part-time in science and technology enterprises and get paid according to regulations. Universities and research institutes are allowed to set up a certain proportion of mobile posts to attract entrepreneurs and scientific and technological talents with innovative practical experience to work part-time. Encourage and guide outstanding talents to gather in enterprises. Attach importance to absorbing the experience of private enterprises in cultivating talents and introducing talents. Summarize and promote all kinds of innovation and entrepreneurship incubation models, and create a number of low-cost, convenient and open creative spaces.
Seven, build an internationally competitive mechanism for attracting and using talents.
(twenty-three) improve the way of introducing overseas talents. We will implement a more active, open and effective talent introduction policy, make greater efforts to implement the overseas high-level talent introduction plan (the national "Thousand Talents Plan"), open the door, and flexibly gather global talent resources in an eclectic manner. We will open up special channels and implement special policies for special talents in urgent need of shortage in the country to achieve accurate introduction. Support localities, departments and employers to set up talent introduction projects and strengthen dynamic management. Encourage social forces to participate in talent introduction. To study and formulate measures for foreign scientists to lead national science and technology projects.
