　　Recently, the CPC Central Committee and the State Council issued the Outline of Building a Quality Power, as a programmatic document guiding the long-term development of China’s quality work, which has opened a new chapter in building a quality power in the new era and is of great milestone significance to the development of China’s quality cause.

　　Duan Yongsheng, director of the product quality and safety supervision and management department of the State Administration of Markets, said that quality and safety are related to people’s lives and property safety and public safety. The Outline clearly puts forward the implementation of quality and safety supervision and embankment construction projects, and strives to promote the modernization of quality management, mainly from the following three aspects:

　　The first is to strengthen the construction of quality rule of law. Accelerate the revision of the Product Quality Law and improve the laws and regulations in the fields of product safety, product liability and quality infrastructure. Severely crack down on the manufacture and sale of counterfeit and shoddy goods and infringement of intellectual property rights in accordance with the law, and promote the connection between administrative law enforcement and criminal justice. Support the development of quality public welfare and class actions, and effectively implement the punitive damages system for commodity quality.

　　The second is to improve the quality policy system. It is necessary to establish a quality policy evaluation and a national quality reward system. Implement product and service quality classification, guide high quality and good price, and promote accurate supervision. Improve the government procurement policy, bidding system and financing credit enhancement system based on quality factors. Establish a mandatory and voluntary quality disclosure system, and encourage enterprises to disclose their quality commitments and standard self-statements. Improve the quality professional training and professional title system, and focus on cultivating quality professional scientific research talents, skilled talents and management talents.

　　The third is to improve the efficiency of quality supervision. Further deepen the reform of the production license and compulsory certification system for industrial products, and strengthen the supervision of the whole chain before and after the event. Further clarify the quality and safety requirements of consumer goods for special groups such as the elderly, students, children and the disabled, formulate a catalogue of quality and safety supervision of consumer goods, and strictly supervise quality and safety. Strengthen the quality supervision and recall management of key building materials products such as cement, wires and cables. Promote online and offline integrated quality supervision of online platform sales goods. Establish a traceability system for quality and safety of key products, and form a traceability chain with traceable sources, traceable destinations and traceable responsibilities.
