Recently, the "Announcement of Medical Security Bureau of 8 provinces and autonomous regions such as Sichuan on Carrying out the Centralized Procurement of Drugs in Inter-provincial Alliance" (hereinafter referred to as the "Announcement") was officially released. Eight provinces (autonomous regions) such as Sichuan, Shanxi, Inner Mongolia, Liaoning, Jilin, Heilongjiang, Hainan and Xizang, as inter-provincial alliances, carry out centralized procurement of drugs with quantity, with the aim of "promoting the return of drug prices to a reasonable level and further reducing the drug burden of the masses".

17 kinds of drugs are included in the quantity procurement.
Chengdu Business Daily-Red Star News reporter learned that the inter-provincial alliance focused on quantity procurement, which was led by Sichuan Medical Insurance Bureau. A total of 17 drugs were included in the procurement, including many commonly used drugs for common diseases. In other words, in the future, these 17 drugs will usher in the "super group purchase" of the inter-provincial alliance, which is expected to reduce the burden on patients at a lower price.
The 17 drugs included in this centralized drug purchase list include troxerutin injection, citicoline injection, compound glycyrrhizin (compound glycyrrhizin) oral sustained-release dosage form, compound diisopropylamine dichloroacetate (sodium diisopropylamine dichloroacetate) injection, papaverine injection, aescinat injection, nicotinic acid injection, calcium acetate oral sustained-release dosage form, phloroglucinol injection, lipoic acid injection, ursodeoxycholic acid oral sustained-release dosage form and adenosine.
The reporter learned that these drugs are commonly used and common drugs. For example, troxerutin injection is a common injection for the treatment of thrombophlebitis; Lipoic acid injection is often used for diabetic complications.
According to the Announcement, the scope of implementation of this procurement includes public medical institutions and military medical institutions in eight provinces (regions) such as Sichuan. Other medical institutions are implemented according to the regulations of the provinces (regions) of the Union.
Some commonly used drugs with high prices
It is expected to usher in a large price cut.
The so-called "procurement with quantity" refers to defining the purchase quantity when bidding or negotiation is carried out in the process of centralized drug procurement, so that enterprises can quote for specific drug quantities.
In the past bidding and purchasing of drugs, it was generally only the price without quantity, so enterprises lacked sales expectations and it was difficult to achieve a significant decline in drug prices. Whether it is national centralized procurement with quantity or provincial alliance centralized procurement with quantity, it is like "group purchase", which integrates the consumption into a large procurement package and promises the purchase quantity. This also ensures the sales volume of the successful bidder, saves a lot of circulation and marketing costs, and thus has a larger space for price reduction.
Since the pilot implementation of centralized drug procurement organized by the state in December 2018, the number of varieties of drugs purchased has reached more than 100, and each centralized purchase has greatly reduced the price of some drugs with high prices but large dosage.
At the beginning of May this year, Sichuan Provincial People’s Hospital, the First Affiliated Hospital of Chengdu Medical College, the Affiliated Hospital of Chengdu University of Traditional Chinese Medicine and other provincial-administered public hospitals successively issued the first (second) prescriptions or doctor’s orders for the second batch of drugs selected in the national centralized procurement.
The second batch of 47 selected drugs of 32 kinds were purchased by the state in Sichuan Province, mainly involving the fields of antipyretic, analgesic, antibacterial, anti-inflammatory, antiallergic, anti-tuberculosis, chemotherapy, etc., covering chronic diseases such as hypertension, diabetes, tumor, serious diseases and rare diseases. The average price reduction of selected drugs reached 53%, with the highest drop reaching 93%.
In fact, just a month and a half ago, the results of the third batch of centralized drug procurement organized by the state, which is the largest by far, were announced.
