CCTV News:According to the website of the Ministry of Industry and Information Technology on July 8, the Ministry of Industry and Information Technology recently publicly solicited opinions on the Decision on Amending the Measures for the Parallel Management of Average Fuel Consumption of Passenger Car Enterprises and New Energy Vehicle Points (Draft for Comment).
The main amendments are as follows:
(A) updated the new energy vehicle integral calculation method and assessment ratio.
In order to promote the implementation of the "double carbon" strategy and ensure the realization of the development goals and fuel consumption goals of new energy vehicles in the "New Energy Vehicle Industry Development Plan (2021-2035)", the integration requirements for 2024 and 2025 are calculated and put forward based on the basic balance principle of positive integration of new energy vehicles and negative integration of new energy vehicles and negative integration of fuel consumption. In 2024-2025, the scores of the standard models of new energy passenger cars will be lowered by about 40% on average compared with the previous stage (which is basically consistent with the downward adjustment of 32%~52% in 2021-2023), and the scores of new energy vehicles will be set at 28% and 38%, and the calculation method and upper limit of scores will be adjusted accordingly. Considering that the fuel cell passenger car is still in the development stage of demonstration operation, in order to reflect the encouragement orientation, the score of the model has been relaxed to some extent, and the score of the standard model bicycle has been lowered by 20%. In order to guide the technical upgrading, the score adjustment coefficients of vehicles with power battery energy density between 90 WHr/kg and 105 WHr/kg and between 105 WHr/kg and 125 WHr/kg are lowered to 0.7 and 0.8 respectively.
(B) An adjustment mechanism for the points trading market has been added.
In order to ensure the basic balance between supply and demand of points and stabilize the expectations of enterprises, a chapter on "adjustment mechanism of points trading market" is added. First, establish a points pool system. When the supply exceeds demand in the points market, enterprises will voluntarily apply for the positive points storage of new energy vehicles; Release the stored positive integral of new energy vehicles when the supply is less than the demand, so as to adjust the supply and demand of the integral market. The second is to study and set the trigger conditions for the collection and release of points in the point pool. According to the historical trading situation of the integral market, the ratio of integral price to value in 2017-2020 and the relationship between supply and demand in the market are quantitatively evaluated. When the ratio of positive integral of new energy vehicles available for trading in the year to negative integral to be compensated by external transactions (referred to as supply and demand ratio) is 1.5 times, the integral price is similar to the integral value; When the supply-demand ratio is more than 2.0 times, the integral price will deviate greatly from the integral value. In this regard, the supply-demand ratio of 2.0 times and 1.5 times are respectively used as the trigger conditions for the point pool to start purchasing and releasing points; At the same time, in order to minimize the intervention in the trading market, when the supply-demand ratio is between 1.5 and 2.0 times, the integral pool will not be started. The third is to clarify the preferential conditions and upper limit requirements for the storage and storage of the points pool. The positive points of new energy vehicles collected and stored in the points pool are not restricted by the requirements of the points carry-over ratio, and a five-year validity period is given; At the same time, in order to avoid the shortage of tradable points in the market caused by excessive storage, after calculation and evaluation, the proportion of enterprise storage points is set to be no higher than 40% of the total positive points of new energy vehicles generated and carried forward in the current year. The fourth is to clarify the release mechanism of the integral pool.After the release of points is started, the points pool will automatically release points until the supply-demand ratio reaches 1.5 times, and the points will be distributed to enterprises according to the proportion of points stored by enterprises in the points pool, and the unused released points will be returned to the points pool in the current year.
(3) Improved the requirements for integral verification and punishment.
In order to solve the problems of missing, misstatement and concealment of data during the implementation of the Integral Method, and the problem that negative integral is not compensated, the targeted requirements are further strengthened. First, strengthen verification management, and clearly strengthen the verification of points and implementation through random inspection, regular verification and special verification. The second is strict punishment measures. If the submitted data is inconsistent with the actual situation, the transfer and transaction of points shall be suspended; If the negative points are not compensated, the electronic information of the passenger car product certificate or the electronic information of the imported vehicle that the fuel consumption of the enterprise can not reach the target value will be suspended.
(4) Other amendments.
First, in order to promote the implementation of the national "double-carbon" strategy, we will increase the publicity requirements for the average carbon emission level of enterprises, and propose that we will study and establish a linkage mechanism with other carbon emission reduction systems in a timely manner according to the needs of industrial development and carbon emission management. Second, considering that the policy operation is basically stable and the adjustment mechanism of the points market has been established, in order to further improve the flexibility of points trading and facilitate the independent decision-making arrangement of enterprises, enterprises are allowed to offset and carry forward the positive points of new energy vehicles purchased by them. Third, in order to ensure more accurate data statistics, the adjustment of domestic production and import of passenger cars is based on the date of issuance of certificates and the date of release of customs declaration documents.
