Minister of Commerce Zhong Shan said that China is the second largest consumer market in the world, and consumption has been the first driving force for economic growth for six consecutive years. The Party Central Committee regards expanding domestic demand as a major strategy, and the Ministry of Commerce should make efforts to expand domestic demand and promote consumption in the following aspects:
First, create a "15-minute convenience life circle".There are many convenience stores in China, but the overall level is not high. There are only 130,000 chain convenience stores in China, and the number is still far from enough to meet the needs of people’s lives. In the next step, we should focus on optimizing the layout and promoting the chain development of convenience stores. The same is true of the vegetable market. There are many large and small vegetable markets in the community, but there are good and bad ones, and the overall level is not high. The next step is to promote the standardization of the vegetable market, improve the environment, enrich varieties and improve quality.
Second, promote the transformation and upgrading of pedestrian streets.Pedestrian street has a great influence on urban consumption, and it is also very demonstrative. At the end of 2018, the Ministry of Commerce launched 11 pilot projects for the renovation and upgrading of pedestrian streets nationwide, and achieved good results. Last year, the total passenger flow of 11 pedestrian streets exceeded 900 million, an increase of 22.6%, and the operating income was 125 billion yuan, an increase of 17%. The next step will be to start the second batch of pilot projects, and strive to build the pedestrian street into a platform for consumption upgrading, a carrier for high-quality development and a window for opening to the outside world.
Third, develop the life service industry.In recent years, the life service industry has developed rapidly. The epidemic has had a great impact on the catering and housekeeping services. In the first four months, the catering income dropped by 41%, and the housekeeping services also dropped significantly. We should help these enterprises overcome difficulties, tide over difficulties and promote the development of these industries. The catering industry is not only a traditional industry, but also a sunrise industry. "Food is the most important thing for the people", and the catering industry in China still has great development potential and space. The catering industry accounts for 11% of the total retail sales of consumer goods in China, attracting 21 million people. We should vigorously support the development of catering industry in various places and promote the catering industry to be greener, healthier and safer. Another key point is the development of domestic service industry. Domestic service is connected to the countryside at one end and the towns at the other. China’s domestic service resources are rich, with a large number of laborers in rural areas and a large demand in cities. Last year, the income of domestic service industry in our country exceeded 690 billion yuan. Next, we should continue to do this work well. The Ministry of Commerce has established a credit platform for domestic service, which aims to standardize the business behavior of domestic enterprises, better protect the rights and interests of domestic workers and better serve urban families.
