Notice of Chaoyang District on Supporting Enterprises to Carry out Work-for-Work Training

In order to implement the Measures of Chaoyang District on Further Helping Market Subjects to Solve Difficulties, actively help enterprises to solve problems, do a good job in stabilizing employment in the prevention and control of normalized epidemic situation, and further carry out training to protect employment with industry, the relevant work is hereby notified as follows:
First, the way of support
Combined with the actual situation in our region, enterprises and individual industrial and commercial households that have enjoyed the phased holdover of social security in five poor industries, such as catering, retail, tourism, civil aviation and road and railway transportation, as well as key platform enterprises in our region (excluding labor dispatch enterprises), who organized employees to participate in social insurance for two months from November to December, 2022, can give enterprises a one-time training subsidy based on the per capita 500 yuan standard, and the maximum subsidy for each enterprise is no more than 2.
Second, the subsidy standards and purposes
(1) The subsidy standard per person is 500 yuan.
(two) the maximum subsidy for each enterprise is not more than 20 thousand yuan.
(three) the enterprise can use subsidies for the expenditure of employee education funds, pay the social insurance premiums of the enterprise or pay the living allowance for employees who are trained by industry.
Third, the application procedure
(1) Application. Eligible enterprises log on to the website of the Municipal Human Resources and Social Security Bureau-Skills Improvement Action-Unit Policy List-"Subsidy for Training by Industry-Chaoyang Special Zone" module to apply, and after making an online commitment, fill in the subsidy application form (Annex 1) and the roster of training personnel by industry (Annex 2), and upload the bank statement (not lower than the minimum wage standard of this Municipality) of the salary paid by the corresponding personnel during training by industry. Small and micro enterprises with less than 10 employees (inclusive) can submit the screenshot of the corresponding month page of "Natural Person Electronic Taxation Bureau-Individual Income Tax Detailed Declaration Module-Normal Salary Income" of the tax department as proof of salary payment, fulfill the commitment procedures as required (Annex 3), be signed by the corresponding employees for confirmation, and upload the above materials in the declaration system. The uploaded attachment shall not be larger than 5M, and the acceptance deadline shall be March 31st, 2023.
(2) review. After comparing the social security information, the District Human Resources Public Service Center is responsible for the preliminary examination of the application materials submitted by the enterprise, and the Vocational Capacity Building Section of the District Human Resources and Social Security Bureau (hereinafter referred to as the Vocational Construction Section) is responsible for the review. If it is approved, it will be publicized on the website of the District Human Resources and Social Security Bureau for 5 working days.
(3) disbursement. After examination and publicity without objection, the Vocational Construction Department will summarize the training subsidies of enterprises and apply for funds from the District Finance Bureau, which will allocate funds to the District Human Resources and Social Security Bureau, which will allocate funds to enterprises.
Fourth, the job requirements
(1) Strengthen organizational leadership. Supporting enterprises to carry out industry-based training is an important starting point for stabilizing employment and ensuring employment in our region at present. All departments should fully understand its importance, clarify the division of responsibilities and do a good job in implementation.
(2) Strict supervision and management. The District Human Resources and Social Security Bureau will strengthen fund review and supervision to ensure the safety of training funds. The applicant shall be responsible for the authenticity of the application materials. Once verified, the District Human Resources and Social Security Bureau shall recover the illegal income subsidy funds according to the fund application channels, and if it is suspected of violating the law and committing crimes, it shall be transferred to judicial organs for legal responsibility according to law.
Five, this notice shall come into force as of the date of issuance.
