Looking at Academicians’ Contribution to High-quality Development from the Perspective of ＂Three Top-level＂ —— A Review of Academicians’ Activities in Sichuan Province’s Innovation-Driven Development

On September 20th, under the guidance of China Academy of Sciences and China Academy of Engineering, the "Sichuan trip of academicians of the two academies of innovation-driven development in Sichuan Province" sponsored by the provincial party committee and the provincial government came to an end.

In four days, five special matchmaking meetings and more than 20 sub-activities of city (state) banks and units have achieved fruitful results: 25 growth emerging industry projects signed cooperation with academicians of the two academies, with a total cooperation amount of 9.7361 billion yuan; China Institute of Engineering Science and Technology Development Strategy and Sichuan Institute of Engineering Science and Technology Development Strategy were unveiled, and the cooperation between Sichuan and China Academy of Engineering entered a new stage …

Top event, top wisdom, top cooperation … This is the largest "local trip for academicians" at the provincial level in China so far, which helps Sichuan to drive innovation and develop with high quality. Although the event ended, the academicians of the two academies have just begun to have closer and deeper exchanges and cooperation with Sichuan in the transformation of scientific research achievements, key research projects, talent technical guidance and consultation, and talent exchange and training.

Top event   The largest "local trip for academicians" at the provincial level

In the golden autumn, so far, the largest "local trip for academicians" at the provincial level in China was held. At the sincere invitation of the provincial party committee and the provincial government, more than 130 academicians of the two academies who are Sichuan nationals, have cooperation projects in Sichuan or with Sichuan, and are willing to cooperate, gathered in Rongcheng to walk around the city (state) and contribute to the high-quality development of Sichuan.

Sincerity is the first step in seeking talents. At the opening ceremony, Sichuan issued the "Ten Measures for Supporting Academicians of the two academies to innovate and start businesses in Sichuan", which will build an integrated policy support system for academicians who innovate and start businesses in Sichuan and come to Sichuan for development, such as scientific and technological innovation, achievement transformation, platform construction, talent projects and service guarantee.

"The’ Ten Measures’ fully embodies the sincerity of Sichuan to respect academicians, respect talents, and the determination to implement the innovation-driven development strategy." Chen Wenfu, an academician of China Academy of Engineering and director of the Rice Research Institute of Shenyang Agricultural University, said that he found that some of the "ten measures" were related to the construction of innovation and entrepreneurship platforms, and he was very much looking forward to doing something practical for the development of Sichuan through these platforms.

Sincerity is also reflected in the "meeting ceremony" prepared by the provincial party Committee and government for academicians-"Tianfu Yingcai Card Academician Card". This is an exclusive service card customized to support the innovation and entrepreneurship of academicians of the two academies in Sichuan. Our province will provide 20 benefits in 10 aspects for academicians holding the card.

Academician Courtesy of Sichuan paid off by respecting talents’ sincerity. During the activity, academicians issued a proposal to support Sichuan’s high-quality development, advocating academicians of the two academies to comprehensively strengthen exchanges and cooperation with Sichuan and actively participate in Sichuan’s economic and social construction.

"The Sichuan Provincial Party Committee and the provincial government have always attached great importance to attracting talents. I believe that this exchange with academicians, especially the exchange with the academician team and the introduction of cooperation projects, will play a very important role in the future, whether it is to help Sichuan related technologies or cultivate talents. " Fan Daiming, an academician of China Academy of Engineering, said.

Top wisdom   "super brain" is a practical measure for industrial development

During the activity, academicians who are called "super brain" frequently gave advice for Sichuan’s industrial development in terms of development prospects and market applications.

According to Gan Yong, an academician of China Academy of Engineering, Sichuan attaches great importance to new materials such as biomedical materials, rare-earth functional materials and high-end applications of vanadium and titanium, but the high-end application scenarios of new materials need to be improved. For example, 90% of vanadium in Sichuan is used in steelmaking. "We can develop high-end applications of vanadium, such as all-vanadium flow batteries and other high-end equipment."

"Facing 2035, the current new energy vehicles will gradually transition to new energy intelligent electric vehicles, and the overall scale of the industry is expected to reach 10 trillion." Ou Yangming Gao, an academician of China Academy of Sciences and a professor of Tsinghua University, shared his prediction at a new economic industry development summit, and at the same time cheered up Sichuan’s new energy automobile industry. He said that at present, Sichuan New Energy Vehicle Innovation Center (Yibin) has been established, and there is also a fuel cell industry layout in Chengdu, and the future development prospects are very clear.

During the city (state) activities, academicians made suggestions for local development.

"A city like Zigong does not have to pursue the development of high-end industries and innovative projects, introduce projects with good benefits, and make the industry bigger and stronger. It is also an effective way to achieve high-quality development." On September 19th, Hou Chaohuan, an academician of China Academy of Sciences and a researcher at the Institute of Acoustics of Chinese Academy of Sciences, suggested at the symposium on the promotion of Zigong Bank, an academician of the two academies.

Academician Liu Jiaqi and Feng Xiaoming of China Academy of Sciences came to Guang ‘an to feel the pulse of Guang ‘an basalt new material industry and yuechi county biomedical industry. At the end of the activity, Liu Jiaqi and Feng Xiaoming were hired as consultants for the development of major leading industries in Guang ‘an.

Top cooperation   Open closer exchanges and cooperation.

At the opening ceremony alone, academicians of the two academies signed 25 cooperation projects with Sichuan, which covered many important industrial fields that our province focused on.

After signing the agreement involving nearly 2.5 billion yuan, Academician Liu Jiaqi said that his goal is to make Guang ‘an basalt fiber production and R&D base reach the international leading level and become a base for production, R&D, personnel training and international exchange.

According to the relevant person in charge of the Organization Department of the Provincial Party Committee (Provincial Talent Office), project cooperation is only a part, and it needs closer contact, which continues to collide with the spark of innovation drive.

During the activity, Fan Daiming and other 11 academicians were hired by Chengdu University of Traditional Chinese Medicine as members of the Academician Expert Advisory Committee, giving advice on the long-term development strategy and key development direction of Chengdu University of Traditional Chinese Medicine. At the same time, a provincial-level academician (expert) workstation of Chengdu University of Traditional Chinese Medicine will be jointly built to promote the gathering of more high-end talents.

"Building a clean energy demonstration province in Sichuan requires a large number of clean energy talents." Zou Cai, academician of China Academy of Sciences and director of the National Energy Shale Gas R&D (Experimental) Center, signed a contract with Southwest Petroleum University and Sichuan Energy Investment Group and was appointed honorary president of Tianfu New Energy Research Institute. He also suggested setting up Southwest Energy University in Sichuan to train professionals related to clean energy.

Wang Hanzhong, an academician of China Academy of Engineering, entered Panzhihua and signed an agreement on comprehensive deepening cooperation between the academy and Panzhihua Municipal Government on behalf of China Academy of Agricultural Sciences. The two sides will strive to create a model of cooperation between the academy and Panzhihua, and put a "flying wing" on modern agriculture in Panzhihua.

Academician Li Xiaohong, president of China Academy of Engineering, said that China Academy of Engineering will make suggestions on Sichuan’s major tasks such as promoting the construction of the twin-city economic circle in Chengdu-Chongqing area, establishing a national science and technology innovation center, and building a national laboratory, so as to help Sichuan become an important source of science and technology innovation in southwest China.
