  The full text of the Party and State Institutional Reform Plan is as follows.

  Since the 18th National Congress of the Communist Party of China, the CPC Central Committee with the Supreme Leader as the core has taken deepening the reform of the party and state institutions as an important task to promote the modernization of the national governance system and governance capacity. In accordance with the principles of adhering to the overall leadership of the party, adhering to the people-centered, adhering to optimization, coordination and efficiency, and adhering to the comprehensive rule of law, the reform of the party and state institutions has been deepened, and the functions of the party and state institutions have been systematically and integrally reconstructed, which has provided a strong guarantee for the historic achievements and changes of the party and state undertakings, and also provided a strong guarantee for continuing to deepen the party and state institutions.

  Facing the new tasks put forward by the new era and new journey, the establishment and function allocation of the Party and state institutions are not fully adapted to the requirements of building a socialist modern country in an all-round way and promoting the great rejuvenation of the Chinese nation in an all-round way, to the requirements of modernizing the national governance system and governance capacity, and to the requirements of building a high-level socialist market economic system. It is necessary to continue to deepen reforms and adjust and improve institutional mechanisms and institutional responsibilities on the basis of consolidating the achievements of the reform of the Party and state institutions.

  The goal of deepening the reform of the Party and state institutions is to build a complete, scientific and standardized functional system of the Party and state institutions. The 20th National Congress of the Communist Party of China has made important arrangements for deepening institutional reform, which is of great and far-reaching significance for building a socialist modern country in an all-round way and promoting the great rejuvenation of the Chinese nation in an all-round way. Coordinate the institutions of the Party Central Committee, the National People’s Congress, the State Council and Chinese People’s Political Consultative Conference, coordinate the central and local governments, deepen the institutional reform in key areas, and promote the Party’s leadership over socialist modernization to be more scientific in institutional setup, more optimized in functional allocation, more perfect in institutional mechanisms, and more efficient in operation and management.

  I. Deepening the institutional reform of the CPC Central Committee

  (a) the formation of the central financial committee. Strengthen the centralized and unified leadership of the CPC Central Committee over financial work, be responsible for the top-level design, overall coordination, overall promotion, supervision and implementation of financial stability and development, and study and review major policies and major issues in the financial field as the decision-making and deliberation coordination body of the CPC Central Committee.

  The establishment of the Office of the Central Financial Committee, as the office of the Central Financial Committee, is included in the institutional sequence of the CPC Central Committee.

  The State Council Financial Stability and Development Committee and its offices will no longer be retained. Transfer the responsibilities of the Office of the State Council Financial Stability and Development Committee to the Office of the Central Financial Committee.

  (two) the formation of the central financial work committee. Unified leadership of the Party’s work in the financial system, guiding the Party’s political construction, ideological construction, organizational construction, work style construction and discipline construction in the financial system. As an agency of the CPC Central Committee, it is co-located with the Office of the Central Financial Committee.

  The responsibility of party building in the financial system of the working committees of the central and state organs is assigned to the Central Financial Working Committee.

  (3) Establishing the Central Science and Technology Commission. Strengthen the centralized and unified leadership of the CPC Central Committee over scientific and technological work, make overall plans to promote the construction of the national innovation system and the reform of the scientific and technological system, study and consider major strategies, major plans and major policies for the development of national science and technology, make overall plans to solve major strategic, directional and overall problems in the field of science and technology, study and determine national strategic scientific and technological tasks and major scientific research projects, make overall plans to deploy strategic scientific and technological forces such as national laboratories, and make overall plans to coordinate the development of military-civilian scientific and technological integration, as the decision-making and deliberation and coordination body of the CPC Central Committee.

  The responsibilities of the offices of the Central Science and Technology Commission shall be borne by the reorganized Ministry of Science and Technology as a whole.

  Retain the National Science and Technology Advisory Committee, serve the major scientific and technological decisions of the CPC Central Committee, and be responsible and report its work to the Central Science and Technology Commission.

  As an academic and professional expert committee under the leadership of the Central Science and Technology Commission, the National Science and Technology Ethics Committee is no longer the deliberation and coordination body of the State Council.

  The central national laboratory construction leading group, the national science and technology leading group, the national science and technology system reform and innovation system construction leading group, the national medium-and long-term science and technology development planning leading group and their offices will no longer be retained.

  The deliberation and coordination bodies of provincial party committees in the field of science and technology were established in combination with the actual situation.

  (4) Establishing the Central Social Work Department. Responsible for coordinating and guiding people’s letters and visits, guiding people’s suggestions collection, coordinating and promoting party building to lead grass-roots governance and grass-roots political power construction, uniformly leading the work of national trade associations and chambers of commerce, coordinating and promoting the deepening reform and transformation of trade associations and chambers of commerce, guiding the party building work of mixed-ownership enterprises, non-public enterprises and new economic organizations, new social organizations and new employment groups, and guiding the construction of social work talents, etc., as the functional departments of the CPC Central Committee.

  The Central Social Work Department leads the State Bureau for Letters and Calls in a unified way. The State Bureau for Letters and Calls was reorganized from the State Bureau managed by the General Office of the State Council to the directly affiliated institution of the State Council.

  The Central Social Work Department is assigned to the responsibilities of the Ministry of Civil Affairs, such as guiding the urban and rural community governance system and governance capacity building, and formulating social work policies, and coordinating the promotion of party building to lead grassroots governance and grassroots political power building. It is assigned to the responsibilities of party building of national trade associations and chambers of commerce under the centralized responsibility of the working committees of the central and state organs and the Party Committee of the State-owned Assets Supervision and Administration Commission of the State Council, and to the overall planning, coordination and guidance, supervision and inspection of the national voluntary service work under the office of the Central Steering Committee for Spiritual Civilization Construction.

  Provincial, municipal and county party committees set up social work departments, which are assigned to the responsibilities of the "two new" working committees of the party committees at the same level.

  (five) the establishment of the central Hong Kong and Macao work office. To undertake investigation, research, overall coordination, and supervise the implementation of the principle of "one country, two systems", implement the comprehensive governance power of the central government, govern Hong Kong and Macao according to law, safeguard national security, safeguard people’s livelihood and welfare, and support Hong Kong and Macao to integrate into the overall situation of national development. It was established on the basis of the Hong Kong and Macao Affairs Office of the State Council, and as an office of the CPC Central Committee, it retained the brand of the Hong Kong and Macao Affairs Office of the State Council.

  The separate Hong Kong and Macao Affairs Office of the State Council will no longer be retained.

  Second, deepen the institutional reform of the NPC

  (six) the formation of the National People’s Congress Standing Committee (NPCSC) representative work committee. Responsible for the allocation of deputies to the National People’s Congress, qualification examination, liaison services, guiding and coordinating delegates to focus on inspections, special research, and contact with the masses, coordinating and managing NPC deputies’ proposals, supervising and managing NPC deputies’ performance of their duties, coordinating the study and training of NPC deputies, guiding the work of provincial deputies, and undertaking the specific work of the National People’s Congress Standing Committee (NPCSC) deputies’ qualification examination committee as the working committee of the National People’s Congress Standing Committee (NPCSC).

  Third, deepen institutional reform in the State Council.

  (7) Reorganizing the Ministry of Science and Technology. Strengthen the functions of the Ministry of Science and Technology to promote the improvement of the new national system, optimize the whole chain management of scientific and technological innovation, promote the transformation of scientific and technological achievements, and promote the combination of science and technology with economic and social development, and strengthen macro-management responsibilities such as strategic planning, system reform, resource pooling, comprehensive coordination, policies and regulations, and supervision and inspection. Retain the responsibilities related to national basic research and applied basic research, national laboratory construction, major national science and technology projects, national technology transfer system construction, transfer and transformation of scientific and technological achievements and Industry-University-Research integration, regional science and technology innovation system construction, science and technology supervision and evaluation system construction, scientific research integrity construction, international science and technology cooperation, scientific and technological talent team construction, national science and technology awards, etc., and still serve as the constituent departments of the State Council.

  The responsibility of organizing the Ministry of Science and Technology to formulate plans and policies for promoting agricultural and rural development through science and technology and guiding rural scientific and technological progress is assigned to the Ministry of Agriculture and Rural Affairs. The responsibilities of the Ministry of Science and Technology in organizing and formulating plans and policies for promoting social development through science and technology are assigned to the National Development and Reform Commission, the Ministry of Ecology and Environment, the National Health and Wellness Commission and other departments. Organize the Ministry of Science and Technology to formulate plans and policies for high-tech development and industrialization, guide the construction of national independent innovation demonstration zones, national high-tech industrial development zones and other science and technology parks, and guide the development of science and technology services, technology markets and science and technology intermediary organizations into the Ministry of Industry and Information Technology. The responsibility of the Ministry of Science and Technology for introducing foreign intelligence was assigned to Ministry of Human Resources and Social Security, and the brand of State Administration of Foreign Experts Affairs was added to Ministry of Human Resources and Social Security.

  We will deepen the reform of the allocation and use mechanism of financial science and technology funds, improve the implementation of the central financial science and technology plan and the management system of professional institutions, adjust the responsibilities of the Ministry of Science and Technology, such as the coordinated management of the central financial science and technology plan (special projects, funds, etc.) and the coordinated evaluation of scientific research project funds, and assign the China Rural Technology Development Center under the Ministry of Science and Technology to the Ministry of Agriculture and Rural Affairs, the China Biotechnology Development Center to the National Health and Wellness Commission, and the China 21st Century Agenda Management Center and the High-tech Research and Development Center of the Ministry of Science and Technology to the National Natural Science Foundation of China.

  The National Natural Science Foundation of China is still managed by the Ministry of Science and Technology.

  The Ministry of Science and Technology no longer retains the brand of State Administration of Foreign Experts Affairs.

  The responsibilities of the local government’s science and technology departments are adjusted according to the actual situation.

  (8) Establishing the State Financial Supervision and Administration Bureau. Unified responsibility for the supervision of the financial industry except the securities industry, strengthening institutional supervision, behavioral supervision, functional supervision, penetrating supervision and continuous supervision, overall responsibility for the protection of financial consumers’ rights and interests, strengthening risk management and prevention and disposal, and investigating and dealing with illegal acts according to law, as an institution directly under the State Council.

  The State Financial Supervision and Administration Bureau was established on the basis of the Bank of China Insurance Regulatory Commission, and the daily supervision duties of the People’s Bank of China on financial holding companies and other financial groups, the protection duties of financial consumers and the investor protection duties of the China Securities Regulatory Commission were assigned to the State Financial Supervision and Administration Bureau.

  China Banking Insurance Regulatory Commission will no longer be retained.

  (9) Deepening the reform of local financial supervision system. Establish a local financial supervision system based on the local agencies of the central financial management department, and make overall plans to optimize the establishment and strength of the local agencies of the central financial management department. Financial supervision institutions set up by local governments specialize in supervision duties, and no longer put up brands such as financial work bureau and financial office.

  (10) China Securities Regulatory Commission has been reorganized into an institution directly under the State Council. China Securities Regulatory Commission was changed from a public institution directly under the State Council to an institution directly under the State Council, which strengthened the supervision responsibility of the capital market, and was assigned to the audit responsibility of corporate bond issuance of the National Development and Reform Commission, and the China Securities Regulatory Commission was responsible for the audit work of corporate (enterprise) bond issuance.

  (eleven) to promote the reform of the branches of the People’s Bank of China. China People’s Bank’s regional branches and branch business management departments, business management departments directly under the head office and provincial capital city central branches were abolished, provincial branches were established in 31 provinces (autonomous regions and municipalities directly under the Central Government), and branches in cities with separate plans were established in Shenzhen, Dalian, Ningbo, Qingdao and Xiamen. Beijing Branch of China People’s Bank retains the brand of Business Management Department of People’s Bank of China, while Shanghai Branch of China People’s Bank and Shanghai Headquarters of China People’s Bank co-operate.

  The county (city) branch of the People’s Bank of China will no longer be retained, and the relevant functions will be collected by the central branch of the People’s Bank of China. On the border or foreign trade settlement and sale of foreign exchange business in large areas, according to the needs of the work, take the China People’s Bank to (city) central branch of the agency to perform related management and service functions.

  (12) Improve the management system of state-owned financial capital. In accordance with the relevant regulations on the management of state-owned financial capital investors, the market operation institutions managed by the central financial management department will be divested, and the relevant state-owned financial assets will be included in the state-owned financial capital entrusted management institutions, which will uniformly perform the responsibilities of investors according to the authorization of the State Council.

  (thirteen) to strengthen the unified and standardized management of the staff of the financial management department. The People’s Bank of China, the State Financial Supervision and Administration Bureau, the China Securities Regulatory Commission, the State Administration of Foreign Exchange and its branches and agencies all use administrative preparation, and their staff are brought into the unified and standardized management of national civil servants, and the national civil servants’ salary and treatment standards are implemented.

  (fourteen) the establishment of the national data bureau. Responsible for coordinating and promoting the construction of data infrastructure system, coordinating the integration, sharing, development and utilization of data resources, and coordinating the planning and construction of digital China, digital economy and digital society, which is managed by the National Development and Reform Commission.

  The responsibilities undertaken by the Office of the Central Cyber Security and Informatization Committee, such as studying and formulating the construction scheme of digital China, coordinating and promoting the informatization of public services and social governance, coordinating and promoting the construction of smart cities, coordinating the development, utilization and sharing of important national information resources, and promoting the inter-industry and inter-departmental interconnection of information resources, are assigned to the National Data Bureau, while the responsibilities undertaken by the National Development and Reform Commission include coordinating and promoting the development of digital economy, organizing and implementing the national big data strategy, promoting the basic system of data elements, and promoting the layout of digital infrastructure.

  Provincial government data management institutions are established in combination with the actual situation.

  (fifteen) optimize the responsibilities of the Ministry of agriculture and rural areas. In order to coordinate the work concerning agriculture, rural areas and farmers with rural revitalization as the focus, and accelerate the construction of an agricultural power, the National Rural Revitalization Bureau will take the lead in monitoring and helping to prevent poverty return, organize the formulation of policies to help key counties and key areas in rural revitalization, organize the cooperation between the east and the west, counterpart support and social assistance, study and put forward suggestions on the allocation of funds related to rural revitalization by the central government, guide and supervise the use of funds, promote the development of rural assistance industries, and promote the development of rural social undertakings and public services.

  During the transition period after the completion of the national poverty alleviation goal and task, the relevant assistance policies, financial support and project arrangements remained generally stable, and the capital projects were operated and managed relatively independently.

  The separate National Rural Revitalization Bureau will no longer be retained.

  The responsibilities of rural revitalization institutions at the provincial, municipal and county levels are assigned to the agricultural and rural departments at the same level.

  (sixteen) improve the working system for the elderly. We will implement the national strategy of actively responding to the aging of the population, promote the realization of basic old-age services for all the elderly, and transfer the responsibilities of organizing and coordinating the implementation of policies and measures to deal with the aging of the population by the National Health and Wellness Committee to the Ministry of Civil Affairs. The office of the National Working Committee on Ageing was relocated to the Ministry of Civil Affairs to strengthen its responsibilities of comprehensive coordination, supervision and guidance, and organization and promotion of the cause of ageing.

  China Association for the Aged was transferred to the custody of the Ministry of Civil Affairs.

  (seventeen) improve the intellectual property management system. Accelerate the construction of a strong intellectual property country, comprehensively improve the level of creation, application, protection, management and service of intellectual property rights, and adjust the National Bureau of China National Intellectual Property Administration, which is managed by the State Administration of Market Supervision, to an institution directly under the State Council. Law enforcement duties in the fields of trademarks and patents continue to be undertaken by the comprehensive law enforcement team of market supervision, and relevant law enforcement work is subject to professional guidance from China National Intellectual Property Administration.

  Fourth, deepen institutional reform in Chinese People’s Political Consultative Conference.

  (XVIII) Optimize the establishment of sectors in Chinese People’s Political Consultative Conference. Chinese People’s Political Consultative Conference has added an "environmental resource sector". Integrate the "Chinese Communist Youth League" and "all-china youth federation" sectors, and establish the "Chinese Communist Youth League and all-china youth federation" sectors. Optimize the composition of members of the "special invitees" sector.

  Five, optimize the allocation of institutional resources.

  (nineteen) to streamline the staffing of the central and state organs. The staffing of all departments of the central and state organs will be reduced by 5%, and the recovered staffing will be mainly used to strengthen key areas and important work. The dispatched offices of the Central manubrium and the overseas institutions are not included in the scope of unified streamlining, and the existing resources are revitalized and used according to the actual situation of the industry and system.

  The streamlining of the staffing of local party and government organs shall be determined by the party committees of all provinces (autonomous regions and municipalities directly under the Central Government) in combination with practical research. There is no requirement for streamlining at the county and township levels.

  All localities and departments should stand at the height of the overall development of the cause of the Party and the state, fully understand the importance and urgency of the reform of the Party and state institutions, profoundly understand the decisive significance of the "two establishment", enhance the "four consciousnesses", strengthen the "four self-confidences" and achieve the "two maintenance", consciously unify their thoughts and actions in the decision-making and deployment of the CPC Central Committee, resolutely safeguard the authority and seriousness of the decision-making and deployment of the CPC Central Committee, strengthen the confidence and determination of reform, and strengthen organizational leadership and implementation.

  Under the leadership of The Politburo Standing Committee (PSC), the Central Committee for Comprehensively Deepening Reform coordinated the organization and implementation of the reform of the Party and state institutions. The reform of local institutions is under the unified leadership of provincial party committees, and the reform plan is reported to the CPC Central Committee for the record. The reform task at the central level will be completed by the end of 2023, and the reform task at the local level will be completed by the end of 2024. Promote institutional reform and report to the CPC Central Committee in a timely manner on major problems encountered.
